The HSS does NOT retain it's temper after it has been heated past whatever tempering temperature the steel has, just like any other steel.
If you have a spare cutter you do not care about, you can see this firsthand. Crank the SFM up to about 2-2.5x the recommended values while cutting some scrap steel. You will see the cutter begin to change color. First light straw, then dark straw, then finally start to blue. Get the cutter to blue heat, and back the speed down to your normal values and temperature. The cutter will blow up in a couple minutes.
If you don't want to do it this way, you can just heat the cutter with a torch. Both actions will destroy the hardness and give you a cutter that is ready to fail on a pretty light cut.
